Electric scooter fines in France in 2026: what each offence costs
Pavement, passenger, derestriction, no insurance: the clear 2026 scale of scooter fines, and how never to pay one.

A police check on a scooter goes perfectly well — as long as the machine and your riding are by the book. Here is the 2026 scale of fines, explained clearly, and how to avoid each one. For a full reminder of the rules: our guide to the 2026 scooter law.
The scale at a glance
- Riding on the pavement (unless a municipal by-law allows it; walking the scooter is tolerated): fixed fine of 135 €.
- Carrying a passenger : a scooter is strictly single-seat — 135 €.
- Phone in hand or earphones while riding: 135 €.
- Riding a vehicle capable of exceeding 25 km/h on public roads (derestricted or non-compliant): fine of up to 1 500 € — and the insurer may refuse any cover in the event of an accident.
- Riding without insurance : it’s a criminal offence — a fixed criminal fine of several hundred euros, and up to 3 750 € in court. See our scooter insurance guide (coming soon on this blog).
- Under-14s riding : forbidden — the parents are held liable.
What a police check looks at
Vehicle compliance (25 km/h limit, front/rear lights, brakes, horn), the rider’s age, proof of insurance, behaviour (pavement, direction of traffic, phone). Nothing exotic: a compliant, insured machine passes every check.
